			<content:encoded><![CDATA[<p>The BAC Board will be having a brief emergency meeting at 7PM on August 5th at the Thelma Skelton Loaves and Fishes center at SE Milwaukie Avenue and Center Street, Portland, Oregon to discuss sending a letter of support to the Federal Dept of Transportation for the &#8220;Southeast Corridor Project: Connecting Communities&#8221; <a href="http://www.dot.gov/recovery/ost/tigerii/">TIGER II grant proposal</a>.  The project is expected to improve access and create more vibrant and livable communities by providing safer bicycle and pedestrian connections through a vital industrial corridor.  The grant is expected to address the Kellogg Lake Pedestrian and Bicycle Bridge, the construction of a new Rhine Street Pedestrian Bridge, the Clinton to the River Multi-Use Path, and the relocation of SE Water Avenue to support new multimodal connections to educational institutions, employment, cultural attractions, and bicycle and pedestrian facilities.  The public is welcome to attend this brief meeting.</p>

Board membership requires a commitment of 2 to 3 hours per month.  Please come to the board meeting if you&#8217;re interested in the neighborhood association or want to join the board.</p>

<p>Dear Friends of the Summer Playground Program,</p>
<p>I am pleased to announce that all 23 playground sites have been saved for this summer.</p>
<p>The Mayor&#8217;s &#8220;back-to-basics&#8221; budget proposal dedicates $100,000 toward this vital program. We have raised additional public and private funds to make up the difference.</p>
<p>The <http://e2ma.net/go/8276656461/2810241/94669919/34498/goto:http://portlandoregon.gov/parks/index.cfm?c=52645>Summer Playground Program includes 17 sites that also provide a free federally subsidized lunch for children. Six other sites with popular playground programs, such as Brooklyn and Laurelhurst Park, have also been restored.</p>
<p>I will continue to work with the Mayor to prioritize funding for programs that serve our most vulnerable residents and offer low-cost opportunities for children, families, and older adults to stay healthy and active in our community &#8211; especially during these tough times.</p>
<p>The City relies more than ever on our partners who volunteer their time and energy to make our city great. Whether you participate in a neighborhood association, volunteer with a friends group, or advocate for the things that matter most to you and your community &#8211; you are making a difference.</p>

			<content:encoded><![CDATA[<p>This Thursday&#8217;s meeting of the Portland to Milwaukie Light Rail Citizen&#8217;s Advisory Committee will feature a presentation on the topic of property displacements along the planned rail alignment.  Current plans call for a significant number of neighborhood businesses along SE 17th Avenue to be relocated.</p>
<p>The meeting will be held on Thursday, April 15th from 6 until 8 PM.  The meeting will be held at St. Philip Neri Parrish, Carvlin Hall at 2408 SE 16th Avenue.  This is at the corner of SE 16th Avenue and Division Street.</p>

<p style="text-align: left;">Please join us for what should be a fun change of pace at this month&#8217;s Board Meeting.</p>
<p>Students and Faculty from Portland State&#8217;s Urban Design Workshop group will be in attendance to discuss various planning, zoning, and transportation issues in the Brooklyn Neighborhood.  They are looking to learn more about our neighborhood, and they have already presented some amazingly creative and inspiring ways that we can tackle some of our largest urban design issues.  The odds are pretty good that at least some of their ideas will be incorporated into both the Portland Plan and plans for MAX Light Rail.</p>

<strong>Description: </strong>We&#8217;ve got 3 items on this month&#8217;s agenda:</p>
<p>1.  Urban Design Workshop class project.  In 2009 a class of PSU students in the Urban Studies and Planning program worked with representatives of the Hosford-Abernethy neighborhood on an analysis and visioning project for the area around the Clinton Station area.  Phase 2 of this class has recently begun and will build upon work done by the 2009 class.  An instructor from the class will present the project, process and findings from last year&#8217;s workshop as well as what phase 2 will entail.  Student representatives from the class will also attend and may have some questions for the group.  If you&#8217;re interested in a preview of the report produced by last year&#8217;s workshop class, a pdf is attached.  Please remember that this is the work of a PSU class and not the City of Portland, also keep in mind that the Station Area Discussion Group is not obligated to work with the students, however, our discussion could benefit from their analysis, ideas and collaboration.<span id="more-549"></span></p>
<p>2.  Pedestrian/bicycle overpass location.  We will continue our discussion about the two potential locations for the pedestrian/bicycle overpass location (SE 14th Avenue where it is proposed or SE 16th Avenue where it is currently located).  I&#8217;ll give an update on this issue and then we should discuss potential evaluation factors and what you think would constitute a thorough evaluation.</p>
<p>3.  Other topics people would like to discuss at the meetings.  I&#8217;ve had a couple suggestions of other topics people would like to discuss at the meetings so we should take some time to see if there are other ideas.<br />
